Volunteer Health Care Provider Program (VHCPP)

Volunteer Health Services at the Florida Department of Health

The mission of this program is to increase access to health care by providing sovereign immunity to those donating medical and dental services thereby expanding health care services in counties that do not have sufficient resources.

Introduction

In 1992, the Florida Legislature passed the "Access to Health Care Act," which created the Volunteer Health Care Provider Program. The intent of this legislation is to increase access to health care for uninsured and underserved Floridians, and to increase the number of health care volunteers through the extension of state sponsored sovereign immunity protection. Because of this program, many qualified Floridians are receiving valuable health care services due to the efforts of thousand of dedicated volunteers.

Sovereign Immunity through the State of Florida

The Legislature intends that access to medical and dental care for indigent residents be improved by providing governmental protection to licensed health care professionals who offer free medical and dental services to underserved populations of the state.

Requirements

  • Possess a Florida health professional license or authorization to practice or operate under Florida law.
  • Possess no obligations, probations, or restrictions with the Department of Health or any Florida licensing authority.
  • Sign a contract with the Department of Health designating you as an agent of the state.
  • Submit to a credential verification process to determine acceptibility for participation.
