Pulsara Communication Program

About 

Pulsara is a multi-jurisdictional communication and patient logistics platform designed to streamline daily emergency medical services (EMS) to emergency department (ED) interactions, provide telehealth capabilities, and enhance coordination during mass casualty incidents and disasters.

This platform has been procured by the Department and offered at no cost to EMS agencies and also provides basic functionality to all hospitals. In everyday use, Pulsara enables real-time communication between EMS and EDs, allowing for early patient notifications, instant team alerts, and efficient data sharing to optimize patient care. During mass casualty incidents, Pulsara scales effortlessly to manage scene operations, triage, and patient movement by connecting multiple responding agencies: EMS, hospitals, trauma centers, and public health officials on a single, unified platform. This ensures rapid, coordinated decision-making, improving resource allocation and patient outcomes in critical situations.

Pulsara's implementation in Florida during disasters has proven an effective method to deploy EMS Strike Teams to facilities in need and safely track and relocate patients outside the affected areas. It can then assist in their relocation and reunification closer to their original health care area after the affected region stabilizes.

Telehealth capabilities are also a key component of the Florida Pulsara initiative, augmenting EMS and Community Health partners using the Mobile Integrated Health and Community Paramedicine model. Furthermore, EMS personnel can communicate directly with their Medical Control physician or the receiving hospital by encrypted HIPAA-compliant videoconferencing for enhanced patient care.

Wristband Ordering 

Bar-coded wristbands, which provide unique patient identifiers for movement and tracking, streamline routine patient management. This familiarity enhances tracking efficiency during disasters or mass casualty incidents.

EMS agencies can order wristbands via FedEx, USPS, or delivery by Department staff. Agencies should complete all required fields on the EMS Patient Movement Wristband Order Form. Deliveries of a three- to six-month supply are based on average patient transport utilization.
