Early Identification
Early identification is the first step in the IFSP process. Someone in the community (physician, public health nurse, early care and education program, home visitor, school district, etc.) identifies a child potentially eligible for Part C services and within two (2) working days makes a referral to Early Steps. It is the intent of the IDEA, Part C Regulations to identify and serve all eligible infants and toddlers and their families residing in the state.
